Need a bootable cd Image

My brother bought a laptop an older laptop for my niece its a toshiba protege M200. It has a non working copy of win 7 installed. So I need a bootable cd this thing doesn't allow you to boot from ssd card or usb thumb drives and I have a portable cd-rom and no dvd rom.I need to get to a command prompt to run magic jelly bean so I can get his win 7 key off of it then start the windows install from a folder. Any suggestions welcome
 
You need to download a windows 7 dvd first. Then use the PowerIso program to make a bootable DVD wth the following steps.

For getting your windows 7 key download and install Belarc advisor.

It will give you all the keys in your computer, and you can note down the key.

Once you have made the bootable DVD, you restart the computer, and go into BIOS and make the first boot device the Portable CD ROM Drive.

Save that option and restart.

If all goes, well you should see , press any button to boot from CD.

You will be guided to the setup.
 

That's the problem no portable dvd I only have portable cdrom. I was not expecting to ever need one since you can usually do most things with a thumb drive. I am going to see if a usb hardrive will work.The odd thing is this pc wont let me boot to command prompt nor safe mode and it won't fix itself and it doesn't seem to even try to boot from the cdrom. I tried a windows xp boot this pc is being a pain the only other thing, I will be able to do if I can't use the usb hardrive is to order one of them devices that will port it to usb or to sata so I can hook into my pc. I can't think of any other options.
