So,i might be able to sell my PC for around $200-$270.
Here's the specs of the PC i am going to sell:

HP 110-025il
Intel Core i3 3240T
Intel HD Graphics 2500
Kingston 4GB DDDR3 1333Mhz + Hynix 2gb DDR3 1333Mhz = 6gb DDR3 1333mhz(Dual Channel)
Hitachi HDS721050CLA362 500GB(476.94GB) 7200 RPM HDD
DVD Reader-Writer
1x Case Fan
Cooler Master Custom CPU Cooler
90W Battery

I can probably build a better PC with a budget of around $200-$270 but i find it hard to select the right parts though.

I personally think that AMD's A Series APU's would be a good option because they have pretty good iGPU's compared to Intel.

Can someone help?

Yeah, not really seeing a way to build a $250 computer that is significantly better than what you can buy in a store.

If you had some parts of your own like storage, chassis, power supply, etc, then it becomes more feasible. But seems like you are getting rid of an old small form factor OEM system.

Prices differ everywhere

Also that is a tiny budget, i would look into the 2nd hand market
If you know your stuff and have patience there are good deals to be had
