There is no CPU in existence that will never bottleneck the gtx 1070. It all depends on the sceneario (game, resolution, graphical settings...).

Also, bottlenecking is pointless to worry about when choosing parts. Just choose a CPU that can perform up to your FPS goals (loner ally your monitors refresh rate), and a gpu that can perform the same FPS, with your desired graphical settings/resolution.
For example, if you plan to play older games for 60+ FPS, some CPUs on that platform can definitely manage that. Or maybe you just want 40 FPS on some more modern which some of those CPUs can do.
