Need a faster render speed!

Hello guys!
I am having trouble with the rendering time and preview screen lag inside the Sony vegas 15.0
My last project had a lot of cuts, tracks, sound and visual effects, it was really a complex video editing.
The video is 25min long and the rendering time is 2+ hours (cpu+gpu rendering).
Preview screen keeps lagging even on the draft settings.

Specs:
Cpu: I3-4170k
Gpu: Asus Amd RX 560 2gb ddr5
Mobo: Asus h18m-r
Ram: 16gb hyper x savage

As you can tell my pc is old and awful, and I want to start buying different parts, so the question is, which pc part should I buy first that could decrease the rendering time by at least 1 hour. Should it be a cpu or gpu?

get the new intel cpu or ryzen cpu and mb and ram. on the ram make sure is fast ram. reuse the older gpu till the newer nvidia and amd gpu drop then pick one of those up. with rendering you want a cpu with a lot of cores now.

Thanks for replying USAFRet, I do know I need the whole new system. But I am planning to buy one part per month.
I am planning to get:
Msi z97 mobo, i7-8700k, gtx 1060 6tb and another 16gb of ram.
Can you recommend which part I should buy first? Could the new gpu instatly help me with rendering time until I get all the other parts mentioned?

This fails right from the start.
The i7-8700k (1151 socket) and the Z97 (1150 socket) do not go together.
You need to plan all the parts at the same time, around a common platform. And preferably, buy them near the same time.
