If you had to recommend a keyboard and mouse (with multi-color RGB lighting), which would you recommend?

Is that a wish list or do you actually have the money for all that? If you have the money, I'd say go with a Corsair STRAFE/K70.

Currently, this is only a wish list. To get an idea of the type of money I will need to get the gaming PC that will actually support the types of games I like to play.
