Need a little info on what this means

I have recently had the problem of my motherboard displaying q-code 00 (not used) and I couldnt get any signal to monitor / keyboard and mouse never lit up. I RMA'd that mobo and got another one, and the issue stills exist. No power to keyboard or mouse / no signal to monitor. PSU is good and both graphic cards are gtx 970.

cpu i7 4930k
mobo msi x79
psu 1200 evga p2
gpus gtx 970 evga

all power is connected to cards and power on mobo. Could this be a cpu problem? since I have tried two mobos and two psu now? I mean my graphic cards fans dont even spin while in the PCI express. I have tried the 3.0 / 2.0 slots and same results. As for a new build I shouldnt of had to replace all this stuff! But does the processor power up your keyboard and mouse and graphic cards? Because thats the only thing I can think of and after spending so much money on this thing I really dont want to spend anymore and I have already replaced components

Im also gonna try the cards on another rig tonight just to make sure its not my gpu messing up which I doubt its them!
 
Are the psu connectors solidly inserted?

Did you install the 8 pin aux cpu power connector?

If the cpu was not inserted into the lga socket properly, one or more of the pins could be damaged, causing your symptoms.

Can you test with the motherboard outside of the case. Perhaps there is a short with the case.

It is most unusual for a intel cpu to be faulty, but that is what this is pointing to.
 


yea I benched it before installing it and I didnt have any gpu mounted to it I just wanted to see if the cpu fan header would work and stuff because my last mobo it wouldnt work ( pc is water cooled ) so once that was showing it had power (last mobo didnt have power up there) I thought i was clear to install it and wouldnt have any issues. But now Im thinking my bad mobo might have messed up my cpu somehow or someway. I just wanna be able to test it somehow to be 100% sure before I fork out another 600 for a 6-core i7 again.

last mobo didnt have power to the keyboard, mouse or graphic cards either thats why I RMA'd it but I think its my cpu as well.

just does your cpu have to work for your keyboard, mouse, and stuff get to power on?
