I am looking for a monitor which has a refresh rate of 144hz, 1080p, display port, and an ips panel...it would be very nice to have thin bezzels hence why i need ips panels.
I would go with a 60hz IPS panel if you are planning multi monitors over a 144hz TN panel.
I would consider AOC as a good brand for budget IPS panels, good quality for a great price.
how so? I am failing to understand your actual question now. Your budget will not allow for multiple IPS monitors, so your best bet would be to get TN panels.
Now I know what you are misunderstanding! Unless you have Vertical Synchronization on, the refresh rate has nothing to do with the amount of FPS you are going to get in the game. Here let me link you to a thread that explains this in detail.
Like I said, the 60hz will not limit your actual fps UNLESS you use the Vertical Synchronization (V-Sync) option in whatever game you may play. So if you have V-Sync off, you will get to whatever FPS your two 970s allow depending on what game you are playing.
