So here is my current rig.

OS: Windows 7 64
CPU: AMD Phenom II x4 955 Black Edition Deneb
GPU: Radeon 5850 HD 1GB Cypress Pro XXX Edition
MOBO: Gigabyte GA-870A-UD3
RAM: 8GB G.SKILL Ripjaws DDR3 1333
PSU: Antec BP550 Plus 550W
HD: Seagate 7200RPM 1TB

What I am doing is playing GW2 and I like it a lot, however my computer seems to struggle to keep my FPS high, even in low populated areas during PvE. I'm talking around 40-45 fps outside of dynamic events. In WvWvW/DE if there are more than 20 people on the screen I drop down to 15-20 fps max. I do run the game at 1920x1080 because that's what my monitor defaults to. I keep hearing that this game is VERY CPU heavy so I am looking for recommendations for what to upgrade my CPU to given my other hardware. If possible I would like to keep my MOBO since I'm not ready to do a full overhaul yet.

I should also add that I'm fairly happy with my FPS in most PvE situations, but I love to hit WvW and it sucks playing at 20 fps.

Well I'm not opposed to changing to another mobo I just didn't want to have to take it all apart again and rewire but I can if doing so will make a major difference with not only this game but the new generation of games coming.

Sorry, should have put in before hand, I don't use INTEL chips. I'm an AMD guy all the way.

The thing is I'm not sure your CPU is the problem. The GPU you use is quite outdated and usually in games that is what is used mostly. I bet that you will get better results if you change to your GPU.
P.S
Wait for more answers and decide yourself what to do. I'm not Intel fanboy but atm they are the top dog in chip industry and AMD are in quite bad position. One thing is sure going to FX won't make your game a lot smoother.
