What CPU would work great with my RX580? I have an FX-8350 and I feel like I'm not using my GPU to its full potential.

You need to get off the FX platform and jump to a Ryzen Core: Motherboard\CPU\DDR4 Memory.

You're right about that. I had an FX 8320 @ 4.5(ish) and was bottlenecking my RX 580 in online games.

Is money an issue? Otherwise go for an I7 8700k or 9700k
I personally went for 8700k cause it was cheaper and the difference is not that huge, I'd even say the better clocks are on 8700k

If bottlenecks and performance matters for you, you get more performance at 1080p 1440p from a Intel, depends how many fps you need and what games you play. But seeing you only care about gaming and not 4K clearly, Intel is better, unless you don't need the extra fps, depends on the game also.
