Need a new HTPC/Encoding machine

I'm looking for a new HTPC. I keep two, one runs an i7-6700t and one runs an N3700.

The N3700 PC is getting a little overwhelmed, and could use an upgrade.

Obviously, I do all of my Encoding on the i7, but I wouldn't mind something that is a little faster (quieter would be great, too). I've been keeping it running Handbrake 24/7 converting my entire media collection to HEVC.

Looking for a system in the sub-$700 range that can encode faster than my i7-6700t, and is quieter.

It doesn't need to have storage (I have many large external HDDs for media storage, and an SSD for a boot disk).

I'm open to a custom build, and I even have a decent PSU sitting around. It just needs to run Kodi and Handbrake. Fanless would be great!
