I have been using a 60hz budget monitor but now its time to upgrade....... but to what? I have a ryzen 7 2700x with an Asus OC RTX2070 and was wondering what monitor to grab in with a reasonable price tag per hz or res.

You have to define a budget for something like this.

RTX2070 is good for 1440p 60hz or 1080p 120/144hz. But keep in mind you do tend to keep monitors longer than graphics cards, so if you have enough money you can buy for the future. Anything beyond the two class of monitors mentioned is going to rapidly go over $300.

Well, that is pretty open ended. You kind of have to have a goal in mind for monitor selection, but here is what $500 will get you.

24" 1080p 240hz TN

27" 1440p 144hz TN

Also some 4K displays you could afford, but the RTX2070 isn't really fit for that work. It could do it, but you would have to turn a lot of settings down. But if you only play turn based strategies or single player RPG then it does offer the best resolution.

TN: fast response times, poor color and viewing angles
VA: fast response times, okay color, and decent viewing angles
IPS: good response times, great color and viewing angles (Many high refresh displays that are listed as IPS are actually AHVA, but its performance is close enough to actual IPS that it doesn't matter)

Above your budget would be things like 3440x1440 34" displays, 4K G-sync displays, and a few other odds and ends.
