Need a pc build for 1080p & 60fps

I'm hoping for at least mid to high settings on most games at 1080p 60fps. Some of the games I will get are WoW, skyrim, fallout 4, gta v. My budget is $1500(i might be able to go a bit over if it's completely necessary).

I'll also add that I don't plan on overclocking.

You should have no problem with your budget.
Your games will benefit from fast single thread core speeds.
Regardless, give yourself the option of overclocking.
A I5-6600K will do the job. But, pair it with a Z170 motherboard. You can easily get a 30% overclock.
You need not overclock, but when you realize how simple the process is, you might change your mind.
A GTX970 class card will play most games very well at 1080P.
Rumor is that the RX480 will be in that category and be attractively priced. It might be good to see what is really announced.
Nothing wrong with stronger if you might go to 1440P.

Just a small note regarding buying a gpu for the time being, Nvidia is making a huge price cuts over the 900 series, I saw the MSI gtx 980ti golden edition sample for 400 USD and after rebate it could reach 370 USD ! and if you are not believing me then take a look at this article http://www.pcgamer.com/pascal-pushes-down-pricing-on-geforce-gtx-980-ti-980-and-970-graphics-cards/, and if you have checked the links above you will notice the big price cuts on the gtx 970 and 960.
And I think AMD will follow the same lead after they release the 400 series, so my advice is to wait for AMD until they launch their new cards, maybe you will prefer the newer generation or maybe you will find a better deal on older generation.
But if buying a PC is an absolute necessity then you can go for it and buy a build such as the one I suggested for you, either way you won't regret it at all. Good luck and happy gaming mate :)
