Not really. In that case you have to go with a 450 or 500W psu i think so you won't use the maximum, which isn't good at low end psu's. And best would be that it has a 6 pin pcie connector otherwise you'll have to use a molex adapter.
I don't know about low end psu's so which brand is the least worse i can't tell. Maybe Cooler Master, Thermaltake or Rosewill.
I hate to say it, but a PSU is literally the worst part to go cheap on. Cheap PSU's can fail and take expensive hardware with them and generally don't live up to the specs on the label as well. It really isn't a good idea to get a cheap one as it will likely cost you more down the road. In addition to that if you need 22A on the Rail for the Video card (you will want even more than that on that rail because other things are powered on the same rail) you aren't going to find anything that will do that reliably for the price you suggest.
