Need a silent PSU

Hey guys, I've been buying some upgrades for my PC to make it more quiet.
And now the time has come for the PSU, which is making some noise at this moment.
I've been looking at the be quiet!,Corsair's HX series and Seasonic's PSUs
I'm just a little unsure how much power it should have.

My build is:
Intel Core 2 Quad Processor Q6600.
AMD Radeon HD 7850.
Samsung 120GB SSD.
1 TB HDD, might get an 2-3TB HDD extra.
4 GB Ram.
mATX motherboard.
Fractal Design Define Mini.
and 3 fans, might get some more.

the fan doesnt turn on unless you are under decent load, just recently came out.

First of, if I were you I´d first make up my mind wether a fanless PSU would be ok (like the one dottorent listed). If not, I´d consider a semi-passive PSU.
And lastly think about other features you might want to have.

Thanks for the suggestions.
I would like to get a PSU with a fan, since I'm getting a case with sound damping, so it wont get too hot in the case. It should probably be a modular PSU too, kinda tired of all the unused cables I have now.
The Corsair RM looks good so far.

Sorry to open this again, but I was thinking of upgrading my GPU and CPU in the near future, to something like the AMD R9 270x/280x (maybe an GeForce equivalent) and i5 (or an AMD equivalent), haven't really decided yet.
Would the 650W be enough for that or should I get something bigger?

650 is good for an i5 or equivalent and any single gaming gpu
