These are my specs:

CPU: AMD FX(tm) - 4300 Quad- Core Processor 3.80 GHz
RAM: 8.00 GB
Windows Version: 64 bit operating system x64-based processor
Graphics card: AMD Radeon R7 200 series

I don't really know all that much about computers, so I was hoping for some advice. There are certain games that I am unable to play smoothly - too much lag, blocky, slow etc.

I am thinking it's my graphics card, but I don't know how to choose a good one that won't break the bank. Advice?

Or, if it's not my graphics card, advice on what to replace.

Some games I'd like to play, but as of now, can't (at least not SMOOTHLY):
Fallout 4, Witcher 3, Just Cause 3, 7 days to die...

Thanks for any help/advice/recommendations!

The main issue that is causing these frame drops would be your graphics card. However your processor is a bit old too. Is your system a prebuilt or did you build it? Depending on compatibility with your motherboard and case, I can suggest a few options. Keep in mind with these newer graphics card your processor will still hold them back.

4.2GHZ Should be achievable with a better cooler and some added voltage.
OPTION 2: Upgrade the processor. FX 8350-CLICK HERE

However with the better processor I'd like to know what motherboard model you have. These are all valid options but a platform upgrade would benefit you greatly

I recommend Gt 1030 or rx 570, used or brand new.
Gt 1030 doesn't need Powerful PSU.
Rx 570 and your Cpu needs 650 watt . Used PSU had loss some power. So i recommend brand new 650 wat or above , Silverstone, Fsp, Enermax, or High Power psu + rx 570
