Here's my budget build, I'm planning on playing games like CS:GO, Witcher 3, Skyrim, OverWatch and other popular titles. I need to know whether it can run these games on at least 60fps. I don't really have a set budget but it's probably around £450.

CPU: Intel Core i3-6100

Motherboard: ASRock B150M Pro4S Micro ATX LGA1151

RAM: Kingston 8GB DDR4

HDD: Seagate Barracuda 1TB

GPU: GTX 670

PSU: SuperFlower Golden Green 550W

Case: Corsair 200R

If there is any way of lowering the price and still getting around the same performance, please tell me!

You may get high fps on CS:GO but not on Witcher 3. You'll need an i5 and GTX 970 to get closer to those kind of high fps. Your listed specs are for a medium powered build and those are the kind of results you should expect for the money you're spending. Your parts list looks fine but I don't see anywhere to cut costs. You already have a relatively inexpensive motherboard and CPU. The Super Flower PSU is a good model and you should keep it on your list. You might get a little more performance from an R9 380 video card if you can find one for about the same price as the GTX 670. Other than that the list looks ok.
