Need advice, messed up windows during hhd to ssd clone

Okay long story short I bought an ssd to store my OS. After the clone things seemed to be working right. I used the ssd as the boot drive and then proceeded to fromat my old hhd to clear up the drive. After the next reboot I was not able to do anything but view my desktop. I couldnt access start menu, I couldnt even open any form of internet. The computer has basically become useless.

(I believe the hhd didnt fully clone over due to partion that failed to clone. Therefor, I lost windows files during format)

I tried many many things such as finding restore points or resetting windows but these options are no longer available after formatting the hhd.

My solution is
1. Rebuy OS because i lost mine during move. Purchase a harddrive eraser software. All of this was $90 from amazon.
2. Run hard drive eraser software to clear the hhd and then install windows on there.
3. Download program to clear the ssd (i think the software i found was only good to wipe hhds).
4. Insert hard drive wipe software and clear hhd again.
5. Remove hhd and then install windows on ssd, then add hhd back.

So my question is, does this process seem like it will work? Will I have two drives that are wiped besides the OS on my ssd?

Windows will install right over the messed up version currently on your SSD. And you don't need a product key for Windows 10. Your digital license is tied to your motherboard and Windows will recognize that you have a license and will activate itself once Windows 10 is installed. This is different from older versions of Windows where you actually had to input the product key.
You will need to download the Windows 10 iso file using a different computer. Then you will use Microsoft's Media Creation Tool to create a bootable installation media on a blank USB flash drive. Then insert this into your computer and go into the BIOS to specify that device as the first boot device. Then proceed with the Windows installation to the SSD with only that drive connected to the computer. Afterwords, connect the HDD and use it for storage.
