Question Need advice on gpu choice

My specs are:
MSI B460M PROV-VDH Wifi
i5-10400
ssd patriot p210 512gb
ram 2x8gb ddr4 3200mhz, cl16
silentiumpc vero l3/m3 700w
Monitor 144hz, 1080p.

I want to buy a gpu that can be fully or almost fully utilized. I don't think spending lots of $$ for a card that can't show its true potential makes much sense here.
I was thinking about rtx 3060 or maybe rx3070, but I'm not experienced in pc building so I need your help and suggestions to make the best choice here

Depents mostly on what the use of the system will be, but for the sake of argument I will asume gaming. Your CPU most likely cannot deliver a solid framerate of 144 across the board on most modern games if that is your goal.

Also, buy a proper PSU if you're looking to buy one of these cards.

I have a rx6700 xt on same resolution and ref rate, all games run at maxed settings and over 100-120fps
