As the title states i require a mini ITX board that is compatible with lga1150 and supports the relevant turbo boost technology for my i5 4690. I live in the UK and i would be willing to spend about 200 pounds on one.
If you can find one in a bundle with a water cooler that will bit the Bitfenix prodigy case then i would take that as well providing its less than 300 pounds total.

You don't need to spend that much on a board + AIO cooler....

I assume you stated your CPU correctly as the 4690 and it's not the 4690K.

Both the MSI H98I AC and the ASRock H97M-ITX/AC are in the 90-100GBP range and also include onboard AC Wifi.

If you have the K CPU, the only 'Z' chipset board I can find with availability is the ASUS Maximus VI Impact at 157 https://uk.pcpartpicker.com/product/6s9KHx/asus-motherboard-maximusviimpact

As for AIO liquid, you case supports up to 240mm radiators.

The Corsair H100i v2 is a great option, and costs a little over 100...

If you truly have the locked variant though, even something like a Corsair H55 will keep it cool, for half the price
