Need advice on my upgrade

had my computer for about a year now, think its time to upgrade. My current CPU is bottlenecking my GPU hard because its broken. here are my current specs:

GPU: RX 480 4Gb
CPU: Intel i5 6400 2.7gHz
Motherboard: B150M-DS3H DDR4
RAM: HyperX FURY Black Series 8 GB DDR4
PSU: Corsair CX 650M
Hard drive: 1TB Seagate hard drive

my GPU, PSU, motherboard and RAM are all fine, but here is what i want to get:

I only want spend around 300 - 350 pounds on this and get good performance. i have a couple of questions:

with my new hard drive will i need a new operating system aswell?

is this set up good? because i only really need a new CPU, hard drive, case and cooler. Maybe i need something else?

First, what do you mean your CPU is broken? You shouldn't need another OS. You can use cloning software to migrate your C drive to the other hard drive, but I'm not sure why you would want to move from one HDD to another HDD unless one was faster, which I think those two are the same.

Your motherboard supports 7th-gen Kaby Lake (with a BIOS update), but it does not support overclocking. If you were wanting to upgrade your CPU, I'd recommend going with a Kaby Lake Core i7-7700 instead of another Skylake Core i5. The 7700 non-K comes with a stock cooler, it's not that great but maybe you can decide on upgrading that later.

Or at least go with the 7600K and the cooler.

*I should also mention that Intel's 8th-gen Coffee Lake line is coming later this year and will feature 6-core mainstream processors that (hopefully) will be compatible with current LGA 1151 chipsets. So it might be worth the wait.
