need advice on taskbar bug

hey there guys... sorry to bother you but i am having some serious problems with my taskbar... it seems to be locked but i have checked it over and over and it isnt... i have seen hundreds of posts similar to this but no fixes that worked... i tried the powershell command... tried safe boot... tried to use an older image but that didn't work... either... i'm at my wits end here... also i got super scared when my prefered cleaning software (IObit uninstaller) said "power scan leftovers of Search" as if it had uninstalled my search bar... my pc is about 1.5 years old now and i can't find my windows installation disk anywhere... my brother has a windows 10 disc that came with his rig but i dont want to use it incase it locks him out saying his version is pirated... i am willing to buy a new OS disk if i need to but i MUST retain my files... i recently got ableton live 9 and used the key so if i need to reinstall it i'm not sure if i will have to get a new one

You will not risk damaging the install disk in spite of having multiple systems use it in your household. If that were to happen then pretty much anyone would get locked out. The only key difference between your systems after the installation has taken place is that each system config is logged on Microsoft's servers and bound by an activation key thus each system has a unique identity with that key.

After all that has been said, you can go ahead and use your brothers installation disk though I'd advise in making a bootable USB installer of your own following this guide which will also account for the latest version made available by Microsoft instead of having to download multiple sessions worth of updates.

Next step you will need to do is perform a repair install and see if you make progress with your OS. Mind you, you'll need to boot into OS/desktop space in order to execute the task. You're also advised to back up your critical content in case something goes wrong.
