Question Need advice on upgrading my PC

Hi. I'd like to upgrade my PC. I'm willing to spend up to about 400 pounds, i'd be buying the parts in the UK

I'd generally like to get better performance in gaming, as currently, even in League of Legends, I get FPS drops when I for example have YouTube open in the background, but I also may do some streaming.

Suggestiong that I've received so far are that I should get DDR4 16gb RAM, and get an RX 580, although i'm not sure how good these suggestions are.

Things that are the most important would be low temperatures (my current temperatures are decent, but on some games my GPU gets to 65-70 degrees) and preferably not much noise, as in some games, my PC is kinda loud (although i'm assuming that this is because of the single fan on the GPU)

Plenty of power for games as well as streaming at 1080P. The PSU upgrade is a must to replace your current GTX 950.

Sorry for the late reply. When the R5-3600 comes out, would it be at all worth going for the R5-2600? I had a look at some estimated prices and apparently it'll cost around 180-200 pounds.
