Need assistance figuring out why my PSU won't turn on ¯\_(ツ)_/¯

Things ive done
-Turned on PSU with paperclip method
-Tried two different PSU's

Componets used:
3x EVGA 850w PSU's
1x Fujitsu RX300 S7 Motherboard(its a server class motherboard)
1x E5-2665
32gb ECC-DDR3

I have the front panel connector/IO for the board to turn it on.

I cannot for the life of me figure out why the board won't turn on, I wore ESD protection throughout the entire process of working with the board and grounded myself several times.

All my PSU's work and turn on when not plugged into the board itself, but when plugged in and I press the button on the front panel io/connector it doesnt turn on the PSU.

Is my Mobo Dead, or am i doing something wrong?

Try unplugging and reconnecting the psu-to-motherboard connections i.e., 24 pin connector and cpu power connector
