I wanted to ask you guys the best performance gaming PC I could build for my friend for 800 dollars. I am not the best overclocker but I could OC a GPU. Here is my first idea: https://pcpartpicker.com/list/2wMRfH
This is a little over budget but if anyone could configure it for 800 or less that would be great. He is fine with no RGB and wants to be on more of the performance side. What he was asking for was if we could make it a ray tracing capable system. I am assuming he has a 1080p 60hz monitor but I will update this if not. So he is looking for minimum 60fps at 1080p. I chose some fast RAM because the prices were hella low and Ryzen likes that more RAM. One last thing I was looking for is I need a Semi or Fully modular PSU for easier build. Thanks and please leave your suggestions below with pcpartpicker.

Solution
Okay, so the Ryzen 3 2200g and Ryzen 5 3400G are actually 2nd-gen Ryzen CPUs and not the new 3rd-gen despite their 3000 series naming scheme. So, it would be better to get the Ryzen 5 2600 because if you are getting a dedicated GPU. That was some fast RAM, but I don't think it will run that fast with 2nd-gen Ryzen CPUs. You should really have an SSD in any build today. This GPU doesn't have any LED/RGB lights, so that's a bummer, but it fits the budget and will be virtually as fast as the more expensive Strix.

Yea, until you have issues after bios flashing the B450 board. All the bugs have not quite been ironed out, on that front. The better CPU performance really isn't worth getting an inferior PSU, and half the storage either. Not to mention 3000 ram is a bit slow, for a 3600.

Ram speed is less important with 3rd gen as the Infinity fabric can be clocked independently of ram speed.

So you can have 2666mhz ram and overclock the IF clock to have simmilar performance to a 3600mhz ram with stock if clock.

This build cheaps out everywhere possible to gain performance while still being all compatable and safe. Decent PSU and small but decent SSD. I would upgrade ssd if you can budget a little more.

Thanks for the suggestions, but if it helps, do you know a game called Microsoft Flight Simulator X? My friend is willing to play that game most and if there would be a difference if we could optimize the PC for that game? I did really like loginofhades' config but why not faster ram for a little more, and why a 1tb SSD?

Games are starting to get huge, these days, so more storage is a good thing. Running games off ssd's, allows them to load much faster, and help prevent stuttering, in titles that access the storage frequently for information.
well, i really love your build and i will tell you more if i need annything more, ive also heard the rosewill anutilius has like 3 case fans so looking forward to that

for just a little more, i was able to find some rgb ram. but i wanted to ask which one of these are best compatible with ryzen?

For a budget build, the Corsair CX Series is at least not a house fire in waiting. Its pretty decent as an entry level unit...

Also, for a gaming rig, lemme know the earth shattering performance difference between 3000mhz and 3200mhz RAM.

umm i switched to this build with a better gpu for better performance and i heard i should spend around half of the system budget on the gpu . and i switched ram to 3200

I think everything looks good to me except for the PSU. I havent' heard of that PSU, and any PSU I havent' heard of I have to assume it's not good enough.

btw i just saw an awesome deal on microcenter that was able to get me down right on the budget with better parts! https://pcpartpicker.com/list/tvtXXP
ignore the mobo price the combo is 224$, im gonna ask him if hes fine with used and that could bring down the price even more for like better ram or a little more storage. lemme know if i should pick some used parts or will I be good with the current config?

850, get a ryzen 3600 and future proof, b450 motherboard, 16gb 3000mhz ram, tb hdd not an ssd but to be honest with and without an ssd I don't notice much difference, it's always a possible later upgrade.
650w PSU and a 1660ti, you could change that to another card as flight sim would work well with another card.
