Using the handy guide from the sticky threads:

Approximate Purchase Date: Probably within the next 4 months

Budget Range: I would prefer to keep it low. $1000 or so being the top amount.

System Usage from Most to Least Important: I am a big online MMO player. Planning to pickup ESO when it comes out this year and would like a computer that can run it well. Wouldn't mind one that could easily run most of the newer games coming out soon such as Witcher 3.

Are you buying a monitor: No

Do you need to buy OS: Yes

Parts Preferences: Ive always used Intel and Nvidia but open to anything really.

Overclocking: I would prefer not.

Your Monitor Resolution: 1920x1080 is what I have currently.

Additional Comments: Again I am mainly an MMO player so running ESO on high settings would be my main focus.

This will be my first PC build and I am pretty excited about getting started with it as I have wanted to get into it for years. Any assistance yall can give me would be greatly appreciated.

Solution
If you play a lot of MMOs I would like to keep the 4770, but if you would like other things, for example a larger motherboard and case, or the ability to overclock or go SLI, it would have to become a 4670K as GPU is still most important (so you shouldn't take money out of there), even if CPU takes on a relatively bigger roll in MMOs as compared to most other games.

CPU: Intel Core i7-4770 3.4GHz Quad-Core Processor ($294.99 @ NCIX US)
Motherboard: MSI H81M-P33 Micro ATX LGA1150 Motherboard ($42.99 @ Newegg)
Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory ($72.25 @ Newegg)...

Solution

Overclocking is when you force the CPU to able to run faster. It uses up more energy, creates more heat, and reduces the life of the CPU (but still years beyond when people would normally upgrade, really on a problem if wanting to keep this for close to a decade or something). The benefit is is that it's a cheap way to get much better performance out of your CPU without much cost.

SLI is an Nvidia technology (CrossFire is the AMD Radeon equivalent) that lets you have two+ identical graphics cards working together in a system. It doesn't double your performance, but it does help a lot, and people either do it as an upgrade path (buy 1 GPU when the system is built, add a second in a few years as an upgrade) or they want something better than the best GPUs on the market are able to deliver, so they go SLI right off the bat.

Fascinating. I had heard of Crossfire before but never knew what SLI was. That is certainly something I am going to look more into and might decide to implement it into the build by choosing the 4670K.
