Need cheap psu for gaming

So basically Ive got an egpu adaptor. It is pcie x16 to mpcie. I am looking to hook up an egpu to my laptop using this. My card is a 7950 but when i plugged in a 400W psu it worked for about half a second (it wasnt even 80+). I dont have much money so i was looking at getting the EVGA 450 B. Would that supply me with enough power?

your saying you need 450w to run an external video card from your laptop... that seems quite excessive needs... you sure your wiring is right ?
