Honestly the best all round cooler in my opinion is the be quiet! Dark Rock Pro 3. One of the best coolers out there not making much noise but also oe of the best for actually cooling as well. Not out yet as far as I know but if its anything like the previous generation it will be kickass.

I prefer Noctua. They make great cpu coolers. All of their coolers are very quiet. I have a Noctua NH-U9b SE2, with 2 92mm fans (its a small cpu cooler), and its very quiet. I use a low noise adapter on it (maxes fan speed at a lower rpm), and I can run Battlefield 4 at 47-49 degrees celcius. That is great for an FX-8350 CPU running Battlefield 3. It would be even lower if I took the low noise adapter off. What will you be doing with your computer? Be Queit's Dark Rock CPU cooler as supposedly good as well. But I can personally recommend Noctua because I enjoy their products.
