1) Should also run MEMTEST86 for a full pass first www.memtest86.com
2) USB stick could also be damaged
3) Possibly the Windows drive (SSD/HDD)
Not sure the best way to test all that, though you could just run MEMTEST86 first, then run the MS media creation tool again to download and rebuild the USB stick.
If that goes screwy but Memtest86 passes then perhaps do the DVD method if possible.
