Need Game Development build

Hello all,
I need help designing a build for game development. It needs to be able to work well with Unity and Unreal Engine 4. What am I looking at in terms of parts and cost? Does it have to be custom or is there a reasonable prebuilt solution from HP,Dell,Acer etc? I appreciate your feedback in advance.

P.S. Don't have a ridiculous amount of money to spend, something in the range of $1000-$1700USD

Thanks, my budget got cut down to around $900 but with what you have I think I can make it work with some cuts like the cooler,case and hard drive(need like 1tb) and the PSU.Thanks again!

ask before u make decisions things like the psu and cooler are VERY important.
