hello,
i have a problem with my desktop i cant put a psu over 240watt psu in this computer
and i also want to play modern/new games like Cod BO3,Bf4 etc at med to high settings
please suggest me a graphics card which can easily run with this specs

Core i7 2600
8gb Ram
500gb 7200rpm
and a 240 2watt psu

If you have to fiddle with the system so it does not crash, it's not a good idea to run the card.

I don't ever recommend components that may crash the whole system even at a small chance. Will you be buying him a new system if he gets a 740 and the power supply blows up and possibly takes the other parts with it? It's not a good idea to run any type of gaming class card with a 240 watt HP power supply, even if it may work.

There is no way to play modern games at medium or even...
You can't do anything with that system to do what you want. If you get a low power low end card, say a GT 730 GDDR5 you can play newer games on low settings at low resolution. Even a GT 730 is iffy with that power supply.

If you want to play games at higher settings, get a different computer so you can use a more powerful card.

Look up the power requirements for those cards.

The vendors usually add about a 10% buffer to what they list to what the card will run on. So if a card states 300 watts, a 270 should be fine. I would not go much lower than 10% under the recommended power listing. It may run, but could end up lowering the life of the system or killing the video card, motherboard or power supply or all 3.

I would not go with a 740 for a 240 watt HP power supply, although it does not use much more power than the 730, for a power supply that weak it may be enough to not have it boot the system or be crashing all the time.
 
They have virtually the same power requirements. And at boot time the power requirements are very low, only while gaming in 3D the power raises to the levels that might pose a problem, and at that point he can underclock the card to lower that power.

There is no way to play modern games at medium or even low settings in that system without a new power supply for the video card that can run those games, and I don't know of any replacement power supply for that system. Only way to run it would be to mount the power supply externally and run the wires to the case. And even then that system has a custom motherboard power connector that will need an adapter.

You may have issues with the motherboard connections to the front panel for power/usb/audio. Some OEM motherboards and cases are not standard. Aside from that, moving the parts is a good idea.

Another idea is to get a standard motherboard and move the CPU and RAM from the HP system and install Windows clean on that build

Or buy a used tower with a better power supply, will be about the same cost as a new case, power supply and motherboard if not cheaper, and less hassle to move things. An HP PC like yours, in a tower case with about a 280-300 watt power supply should not be more than $150, maybe $200 if it has a good CPU.
