I would speculate that you could by a replacement cable from the manufacture of...and specific for your PSU for a reasonable cost.

Only if it is a modular power supply. Lower end power supplies have the 24 pin and the EPS cable hard wired. That would require joining.

Mechanical repairs (not wire nuts) using solder and/or splices is acceptable "if done right" as these are not data busses. However, replacing the effected wire/s is preferred...modular or pin to pin.
