Need Help about Port forwarding

Hi Everyone ,
My Battlefield 4 Need to make 3659 UDP is Open But i forwarded it Manually and with automatic Software but no luck when i try to check if it open on http://portchecker.co/check or on http://canyouseeme.org/ or http://ping.eu/port-chk/ it say its open on my exeternal IP
But when i try on my PC Ip it say it blocked

Perhaps you forwarded the port on your router but the firewall on your PC is still blocking it. So basically check your firewall/av to see if that is causing the issue.

i have no antivirus and i have disabled the firewall of router and the firewall of my pc
