Need help ASAP getting 500kbs/sec on data transfer from 2 year old laptop to brand new external hard drive.

First off, this is my laptop Packard Bell Easynote TM80-RB-021UK and my extrenal hard drive is this:

The problem is, my laptop is slowly dying, the DC Power Jacks come out and there's a few other problems. So I'm putting all my information onto this 1TB external 3.0 hard drive, it's also 2.0 compatible.

To get around the issue of being unable to charge it, my brother has the exact same laptop so we keep switching battery's, whilst his laptops charging them, mine transferring the data.

The issue is, I'm getting around 500KB/sec, now why the hell is that happening? I don't have a clue, I don't know where to start, I have GB's of old videos, pictures, music and software that needs to be put on there, but for some reason its taking ages. It's taking that long that my battery's actually draining before some big transfers finish, and in big I only mean 1GB.

Any suggestions would be fantastic thanks :)

Get an external USB dock or cable.
Take the drive out of the dying laptop.
Connect it, and the other external drive, to the working laptop.
Transfer. (The user account on the working laptop may have to assume ownership of those folders in "Documents")

The things is I want to sell my laptop after, so I don't want to rip it apart, I'am not that technical as well to do all that, I just don't know why it's playing up like this, do I have to do something with he hard drive before I transfer anything to it? I didn't say so in the manual.

If the battery is dying, and the DC port doesn't work, you'll have to find some way of getting your stuff off, and wiping the drive.
Take the drive out (it should be easy) and plug it into something else.

And if the battery doesn't last long enough to copy a 1GB file, it certainly won't last long enough to install a new OS.

If you are selling it, I wouldn't give you 50 quid for such a dead machine.
Actually, now that I look at the specs, you'd have to pay me to take it off your hands. It was a bottom of the barrel thing two years ago.

I've tried 2GB films and there still extremely slow.

What it's doing is starting off at 20MB/Second (Which it isn't because 100MB files are not going through in even 10 seconds) then over about 30 seconds it shoots down to less then 1MB/Second. Whenever I put it in it also says "This device can perform faster in a high speed port" which it is in, and then when I click see availible ports, it shows me 2 in bold, but there underneathe the "Standard Enhanced PCI to USB Host Controller" is that right?

I've tried changing the policy section to better preformance, still no change.

It gets 20-40MB/Second in my brother laptop which is exactly the same laptop.

One last thing my 2 USB 2.0 Ports on the right, when I plug anything in, they just light up but nothing comes up. My mouses light comes on, the hard drive light comes on, but nothing happens. It seems like data transfers switched off for them 2 somewhere, I don't have a clue. In my devices there all working fine as well, I've also Uninstalled all USB drivers and restarted my laptop for windows to reinstall them. Nothing...
