Need Help Asap! GPU temp way higher after reinstalling windows.

I have an AMD 6790 which is known for running at higher temps over other video cards. Today i reformated my pc and reinstalled Windows 7, got all the windows updates, video card drivers and other drivers for things i use. I noticed my GPU is way higher than it normally is even with MSI Afterburner controlling the fan speed just like i had it doing before. Before the reformat i would idle between 40-45C and would be 70-80C max load depending on what i was doing. Now i'm idling 45-50+C i can't even open Google Chrome without the temp shooting up over 60C and max load is now between 80 - 90+C. Before the reformat i could have a second monitor connected and my max load would never go over 85C. I thought a reformat would help not make it worse lol. Any suggestions on something to do? I don't feel comfortable gaming and my GPU temps going over 90C i know that is dangerous. Someone help! lol
 
Have you checked your case fans? are they all working properly? Open your case, check if there is anything obstructing your GPU fan or the fans of the case itself.

Check to see if Windows tried to install some drivers for your GPU aside from the one (I assume) you installed directly from AMD.
 
I've checked all the obvious like what you have mentioned. Everything is exactly as it was before the reformat. Only video drivers installed are the latest from AMD
 
That doesn't really make any sense... how often were you monitoring temps before the reformat? Is it possible the temps were always this high but you didn't notice before? The OS doesn't have an effect on the temp. The only thing that would affects temps are ambient air temp, dirty GPU cooler, failing GPU, etc.

Did you have a custom fan profile set up before? (and now it's gone from reformat)
 
I have All CPU Meter and GPU Meter Gadgets setup before the reformat so i was able to monitor my temps at all times i was at the PC. Even when gaming i would have the gadgets on my off monitor so i could see the temps. I know it doesn't make any sense but it seems something is different from before. GPU fan can't be dirty i sprayed it out twice with compressed air. I would reapply some thermal paste to it but i'm not sure what kind i need. All i have is thermal paste for my CPU but i read somewhere that GPU and CPU don't use the same kind of paste. As far as fan profiles yes i do have my fans set on a custom curve in MSI Afterburner. I know i lost the profile when i reformated but i remembered what curves i had set so i know that isn't it. I don't think the GPU is failing, it's fairly new and i never notice any artifacts while gaming or doing any other high demand tasks even when temps exceed 90C. Also since the reformat i have noticed screen tearing in my online videos(youtube, hulu, etc...) and it never did that before. I have drivers 14.4 installed from the AMD site. I do have an on-board gpu but i made sure it was disabled in the BIOS. I'm not really sure what is going on but i know Toms Hardware is full of very intelligent people so i'm sure someone will help me get it figured out :)
 
Went out and bought some Arctic Silver 5 paste today from radio shack. When i opened the GPU there was a part in the middle of the processor that had no thermal paste whatsoever. Cleaned it all good, reapplied the paste over the entire processor and now its running 58-60c idle with both monitors and 78-80c max load while gaming with both monitors. Seems it was the thermal paste not conducting very well. Also no more screen tearing in videos.
