Question NEED HELP ASAP * HDD Reformatting

so i put a clean install of windows onto my pc and wiped my hdd and ssd but i had to re initialise my hdd to get it to show up gut to initialize it i needed to format it and everytime i try to it just doesnt work, it says its formatting but its not, i left it for like an hour or 2 and nothing and tried again and again, really hope someone can help i Really need it!!!

was there an issue that cause you to wipe and clean install?

full system spec?
how old is that hdd?
Pc seemed to have slowed down a lot and had suspicions of maybe having a virus. So I cleaned it off. Just deleted all partitions and data

And system specs are
R5 2600
Rx5500xt
Asus prime b450m-a
16gb corsair vengace lpx 3000mhz
250gb ssd and 1tb hdd (the hdd is the one I've got the issue with)

OK so i found the option formatted and got an error right at the end of the format,
it says
""
Sorry, the current operation has been canceled!
Information Code: 207
Description:Failed to update some fixed location (with bad cluster).

i have no clue as to where to go from here to be honest

Usually when a cluster has failed is a hardware defect that cannot be repaired, it is not depending on software but literally something has happened to the disc physically.
ok i understand so no other option but to get anew one anyway is the long story short of it
and any ideas what caused it to fail? would malware have caused it or maybe could i have done something in the past to screw it over??
