Need help- boot loop

So ive just started upgrading my pc and after starting to test the setup a boot loop started. My specs:
Gigabyte GA-H61M-S2PV motherboard
i5-2500K cpu
2x 4gb DDR3 ram
No GPU currently
Two PSU’s first one was a 250w from the original pc and i bought a 500w to see if the first one wasn’t functioning or if the wattage wasn’t enough.

Im running out of ideas and i believe it may be the motherboard or the cpu.

Ive already tried switching/using one ram at a time in either of the two slots, still looping, used no ram as well, ive tried only cpu, heatsink, the psu and monitor plugged in, tried the same with only psu and cpu/heatsink, ive tried resetting the CMOS battery, ive tried almost all suggestions ive found online but its still boot looping and the monitor remainds blank, ive double checked all my plug ins, and ive used a magnifying glass to see if any of the cpu pins are bent but not as i can see.

Any suggestions would be great help, I don’t have anything of the same sockets to test the cpu or motherboard and my finances are low since purchasing all this, so its hard to get anything else.

Can you explain more about the loop? Does it load windows? Is there an error or BSOD?

What elements have you changed?
