Need Help, bottlenecking somewhere?

Hey all,
I have a gaming sytem I put together a little while ago and have noticed alot of games are stuttering and I feel like I should be getting a much better fps/gaming experience. I run DOTA2 and run around 100-140fps, and CSGO used to run over 300fps and now its only average about 110fps and dips to 50fps sometimes.

My Setup:
I5-3570K
Evo212 Cooler
ASRock Z77 extreme4
EVGA GTX 970SC
1TB WesternDigital Black
128GB Samsung SSD
2 X G.SKILL Ares Series 8GB (2 x 4GB)1600 (PC3 12800)
Rosewill Hive 750W Power Supply

I have 2 Monitors, main is BenQ@144hz connected with DVI the other is Samsung LED hooked with HDMI.

I just upgraded the GPU to the 970 from the 660ti and made very small difference. I was hoping for more...

Any ideas where I should start?

If performance has changed with the same parts and software, then I would be looking at some other problem and testing my memory, PSU, and checking temperatures. Throwing out 'bottlenecking' is easy, this sounds like hard. If you research the benchmarks you should be able to tell what your system is capable of, an if it is not delivering, then it is much more likely an internal problem (Drivers, OS, hardware....)

I ran a full hardware diagnostic overnight and everything came back with no issues, thats why I headed here maybe someone could give me some advice on where to start?

I ran CPU-Z and my clock speed on the CPU flucuates alot. It goes to 3999MHZ and then sits at 1599MHZ for a few seconds and jumps up and back down, idk if thats normal or not. Also Multiplier is x16 (16-40) and bus speed is 99.98-100.02Mhz. Seems low?
