Need help building a budget pc

"Cheapest possible" is quite vague, simply because the minimally acceptable play-quality in games will be vary for different people. It's hard to give an answer without any idea as to the budget.

This is within reasonable price constraints and will get you around 60 FPS on high, and around 50 on ultra, for $50 cheaper you could get like 45 on medium and 55- 60 on low but this is such a better valued (performance for $$$) than choosing a RX 460. However, that motherboard has a very capable chip set and the PSU is solid. that mobo will overclock you GPU and you CPU (if you choose to upgrade, this ones non K, but has gotten people ultra on this game before). The PSU will not fail you either, I have the same one overclocking my GTX 950. I'm sorry I don't know how to set to the European vendors.

I went over budget, so I guess I've gotta sell you on it now.
CPU- Intel Core i3 6100: This CPU is a solid budget choice. On this game in particular, it has achieved ultra on 60 FPS (because its a more GPU demanding game). It even equals the i5 6400 in GTA V and Crysis 3. Its dual core with hyper threading, so you can play pretty much any game on it, they rarely require more than 4 cores.
Motherboard- MSI 170A: Choosing a capable motherboard is key to a build, ESPECIALLY a lower budgeted one, because it determines what you can and cannot upgrade without shelling out big bucks later. This has the esteemed Z170 performence based chipset, which is ideal for gaming and workstation applications. In the future, you can upgrade to a k series CPU and safly overclock thanks to the chip set, you can SLI or CrossFireX (although you're probably more likely to SLI due the GPU) when your card stars to fall behind and you don't want a brand new fresh from engineering one. Your RAM can be OCed because why not? It equals more speed! The mobo also had dual channel and (for the future) 4 RAM slots.
RAM- Kingston Hyperx Fury 2 X 4 GB: 8 GB of RAM is a very popular budget choice for a good reason: with the other budget parts, more than that would not be used. Two sticks of it enables dual channel, a bandwidth increasing feature. Because there are two sticks and 4 slots on the motherboard, you can buy the same (must be the same) kit later and double your memory to 16 GB.
Video Card- EVGA GTX 950 FTW: My favorite moderately budgeted card, I have it myself. This puppy gets you around 50 FPS on ultra for ths game, and if you get on the silicone's good side and OC it 10% 60 FPS on ultra. Wouldn't that be nice? Now, I k now you said that 60 FPS on low would be fine, but the extra $50 that this card calls for is the difference between medium to low settings and high to ultra, this card gives you soo much m ore for your money than a RX 460.
PSU- EVGA SUPERNOVA 850 G2: This PSU is waaay overkill for this build, but like in my motherboard choice, the future is key. If you were to get a new K series CPU and overclock it along with your now SLIed graphics cards, chances are this will handle that.The 650 version (what I have and regret getting (because its not the 850)) will not support that proposed future. This PSU is solid.
