So guys i want to upgrade my i7 4790 and gtx 980.I got these options
1. rtx 2060 super gaming oc gigabyte or gigabyte aorus both with 3 fans and high clock speeds at 448€ and 456€ with a 3700x at 330€ and an x570 or 450 mobo
2.an rtx 2070 super zotac twin fan at 530€ and a 3600 at 211€ with a 450 or x570 mobo
3.an rtx 2060 super gaming oc gigabyte or gigabyte aorus with a 3600 and an x570 or 450 mobo to save some more money
I would get a 450 mobo to save some money but i dont know if it will work without problems unlike the x 570

I would go with number two if this is going to be primarily a gaming PC. Is the RX 5700XT not available in your area? It performs better than the 2060 super for near the same price if you can find it in stock and is better value than the 2070 super and not a whole lot slower.

Most B450 boards are pretty decent, if you plan to do some serious CPU overclocking or want a very fast kit of RAM that might warrent an x570. The majority of B450 boards are more than adequate for a gamer.

Do u think the 3600 will be sufficient tho or is a 3600x or 3700x more worth it? can u recommend a good 450 or x 570

The ASUS B450 strix has one of the better VRMs of the bunch, I would probably opt for that.

The 3600 is certainly better value for a gaming PC, if you were doing some productivity work the 3700x might be worth it. Here is a comparison below.
