My current PC is extremely loud and hot and has started to randomly blue screen. I'm hoping to salvage the ssd's and peripherals and upgrade to something much more suitable for 60fps gaming.

I'm looking for something that can store an ssd as well as an original hd or two for additional storage.
Other than that I am trying to utilize a 3600x.

I am trying to stay around 800$ if at all possible. A little more if absolutely necessary to make it silent and not make my room a sauna.

Please any help would be greatly appreciated.

Solution
I would do something more like this. B550 is superior in features. 2x16gb is better than 4x8gb in a dual channel rig, such as this. Less issues trying to get ram to run at its rated speed. Ryzen loves fast ram, and 3600 cl16 is kinda the sweet spot, on price/performance.

Solution
No pc with moving parts can be truly silent.
Fans are the usual culprit.
Roll up a paper tube and use it to pinpoint the current sources of noise.

Thoughts on your build:

The bequiet slim cooler uses a small 92mm fan that will get noisy as it spins up under load.
You would cool better and run quieter using a tower type air cooler with a 120 or 140mm fan.
Noctua NH-U12s would be good. The NH-D15s at about the same price uses a 140mm fan and would be normally inaudible.

It is a mistake to buy two ram kits.
They may be incompatible, and ryzen is very sensitive to ram.
If you want 32gb, buy a 2 x 16gb kit.
Ryzen depends on fast ram for performance, consider 3600 speed.

If a RTX2060 class graphics card will meet your performance needs, consider buying something stronger so it can loaf and not need to run it's fans at top(and noisy) speed.

500w is about right for a RTX2060, and gold rated is good.
But, why not overprovision a bit to 650w?
That will keep your psu fans from spinning most of the time.
Seasonic focus units are good, they even warn you to not be alarmed if the fans do not spin up.

HDD units will generate mechanical noise. See if you can't get rubber mounts so vibrations are not transmitted to the case.

this is amazing feedback. tysm. do you have any idea about an alternative to the 2060 in regards to the video card? I have opted for 2 16gig sticks as mentioned by the poster above.

I would avoid factory overclocked cards which will draw more power and require more cooling.
I might suggest a GTX2060 super like this:
https://www.newegg.com/evga-geforce-rtx-2060-super-08g-p4-3067-kr/p/N82E16814487460?&quicklink=true
The design power is 175w compared to the overclocked evga RTX2060 linked above which has a 190 TDP.
Yes, the super costs more, but, it is also a more capable card.
this is a bit out of my price range (esp. when coupled with a new cpu cooler and power supply)
this is where i'm at after taking in feedback and even this is a bit pricey for me.

Looks good.
For cost savings, do you really need 32gb?
If this is for gaming and you are not multitasking much, then 16gb should do.

For a rear exhaust 120mm fan, a simple 120mm fan should only cost $7 or so.
