I suggest something like this. This system would be completely ready to run, and it's about $200 under your budget. I've set the source to be all newegg, as I feel like that would be the best place to order from, and it actually was about $50 cheaper to order from Newegg.
The i5-4690K is pretty damn strong, and for the games you mentioned it's perfect. You said you wanted a i7, but that's just plain overkill. If, for whatever reason, you decide to go with the i7 instead of the i5, it would still be in your budget.
