it is slightly over budget by $30 but that can be fixed by just not using a 1tb hdd and instad only using the 500gb ssd. this would kill any game at 1080p high - ultra settings and has plenty of ram, a nice case, and a killer ssd that will load super quick. Not sure why it is typing big right now sorry :p

What kind of FPS would this get on fortnite though? If you don't know thats fine, just wanted to think on it.
for sure over 60fps on the highest settings at 1080p. My gtx 1060 3gb (around 15-20% slower ) gets 60fps at ultra on Fortnite. you could easily get 144fps if you turn the graphics down to medium ish. if your monitor is 60hz then use ultra settings. however if it is 144hz then go medium.

I've heard good things about them. Which one is better? They seem to be quite similar.
Amd and Intel are both cpu manufacturers. AMD has more budget friendly cpus that work great for most people while intel has the best available for higher end gamers. Amd also has the added benifit of compatibility with motherboards, so if you want to upgrade to a different cpu in the future, you wouldnt need to buy a new motherboard.

Solution
You can download windows 10 from the MS website onto a USB as long as you buy a CD KEY. I recommend to buy from a link in www.guru3d.com - very cheap like $14
Other people will scare monger you in saying t hey had problems if you buy a cheap cd key. I've purchased well over 30 and never had a problem.

if you really don't know how to install windows, you may have to ask someone who you know or pay a shop to install it for you.

I know how to install it, I've done it a few times with a computer that wasn't supported for windows 10, and the most recent update fixed it's disability of connecting to internet. :) But it's still kinda slow, so building a new one.

You can install Windows 10 and it will run just fine unactivated , you lose a few customization features when not activated. Save and buy a key from a legit source in the future.
