Should i build a haswell system or a skylake and i want to be future proof and on a small budget

As fast as things change and new things come out, there really is no 'futureproofing', if thinking that though, best to go with whatever is the newest, at this point, Skylake and DDR4 as it will be around longer. If on a tight budget though, Haswell is still very viable power wise and you can generally get more for your money as far as a good mobo, strong CPU and fast DRAM
