need help buying on the evga website outside of USA

hi so im wanting to buy a g2 power supply on the evga page since they are on sale , and my plan was to buy it and get it sended to the courrier that we use to send stuff from USA to the dominican republic (that's how we buy from amazon , ebay , aliexpres .etc) but when i was on the checkout it says that they don't accept international credit cards unles they're canadian or mexican , so i tried with paypal and it says , this error

i tried to search the error code but i didn't find anything useful
