Budget: around $1500 max is $1700
Purpose: gaming, google, photoshop, recording, game making
Monitor: not buying one
Parts: whole system, building from ground up minus mouse and keyboard
OS: not needed
Parts preference: whatever has the best value
Over clocking: yes
Sli/crossfire: in the future yes
Monitor resolution: 3840x1080 and eventually 1440p
Upgrade reason: old system wasn't performing well at 3840x1080

Here's a parts list I picked out, let me know what you think, thanks

Anyways I was considering going with any of the 290, 290x, 780 or 780ti. Want to be able to game on either 3 1080p monitors or one 1440p monitor.

Would you notice the speed difference? For the most part, no. Unless you do measurements/benchmarks, every day tasks, gaming only helps with loading, will all feel the same. If you ran RAID 0 120's the speed benefit would be there definitely but again for tasks like video editing and what have you.

The Kraken G10 with H55 is probably what I would do if I were to cool a 290(x) overclocked. That Sapphire triple fan solution is arguably already the best cooler that comes with a 290 and much better than that arctic accelero IMO. For the extra cash you can possibly pick up the 290X with the same triple fan from Sapphire.
Your part list is blank, so I can't make comments about that, but here is a good build for gaming and photoshop.

I gave it a big enough psu to sli in the future, and the i7 and 16gb ram will help with photoshop and video editing. It has a big cooler and nice motherboard so you can overclock it to the max, and the gtx 780 should handle your resolution for now, and then in the future once games are more graphically intensive, sli will help. If it's too expensive, you can get a cheaper motherboard like the asus z87-A and perhaps a cheaper ram set.

This is my parts list from before that wouldn't show up. It's around $200 cheaper and around where I would like to be. Would it be worth it to spend the extra $200 and go with something like your list? And also I don't think I need 16gb of ram yet but would defiantly upgrade to it in the future as I don't use photoshop that much. Is there any performance gains from using the 780 if I can get the 290 for $100 cheaper and OC it with a decent cooler?

I tend to prefer the Nvidia card, and they do overclock better, but for $100 less, it would probably be worthwhile to get the AMD card instead. For gaming, 8gb is fine, so that's good if you don't do a lot of photoshop. I would go with the power supply I recommended instead though, because although the EVGA is gold certified, seasonic is a better brand, and it should be more reliable. Other than that, your build is pretty nice.

Here's what I would do. The u14S because it is a spectacular performer and with a second fan, it is very hard to beat.

The G2 is based on the Superflower Leadex platform which is one of the best power supplies out there at the moment, it is a newer model as well. I trust Seasonic as well and for $20 more I can agree with OP's choice in PSU.

I've decided to go with a seasonic psu, the only thing I'm unsure about now is my ssd. By going with the 240gb m500 would I notice much performance loss from the 120gb Samsung Evo 840? And maybe even instead of going with the m500 would it be better to use 2x 120gb samsung drives in RAID 0? Finally do you guys have any recommendations for aftermarket coolers for the 290? I was thinking about using a kraken g10 with a corsair h55 but I was also considering this http://www.newegg.com/Product/Product.aspx?Item=N82E16835186097
Any other cooler suggestions would be great, thanks

Solution

Because of the pricing around me the 290 with the kraken and h55 is still around $100 less than the 290x so I think that's what I'm going to go for. Thank you both for great answers, it's a shame I can't pick more than one best answer, you all have been really helpful!
