Not much you can do.
FX-8350 runs hot. If it gets too hot, it will throttle and lose performance.

No conventional cooler can do any better than 10c. over ambient.
That gives you a starting point around 37c.

R9-390 is also a hot graphics card, a double problem.

Any cooler needs a source of fresh air to do it's job.

Remove the case covers off and direct a house fan at the innards.
That, at least will give your parts sufficient fresh air.
Or, buy a 3000 rpm fan to replace the front intake.
The Noctua NF-F12 is a very good option for $25

If you have 160mm available, you can install a 120mm tower type air cooler for about $35...
what is hot cpu? gpu? are your case fans on and plugged in? that case doesnt look like it has good ventilation and those 8350's run hot. id look at your case fan config. first see if everything is working properly. also what are you using to monitor your hardware? what are your temps? need some more info to help ya out...
 
How hot is it running? The R9 390 is always going to be a hot running GPU (+80C is quite common) and it's heat will cause other components in the case to run warm too.

The usual solution is to add a couple more case fans (either 120 or 140mm), but you can only do this is there are spare "system fan" headers on the motherboard. If it's only the graphics card that's hot, then set the fan/s to run faster earlier, msi afterburner is good for this.
 
First of all, check your cooler mount.
At idle, you should be seeing 10-15c. over ambient.
Perhaps more with a FX-8350.
It should be evenly tightened down, and without using too much paste.

Your case is a poor one for cooling.
Looks like only one front 120mm intake.

At the expense of noise, replace the front intake with a fan of much hither capacity. 2500 rpm and up.

AMD cpus ALWAYS tend to run hotter. Try a 3rd party cooler and see if you can find one that will fit the case. Sometimes taking the side panel actually disrupts the airflow of the case and may not help at all. You need to check the case fans and see if they are pulling or pushing air through the case and in what direction. Maybe add another case fan to the side panel? How many case fans are in the case?
