Need Help CPU issues?

I am currently having a problem with my PC i cant pinpoint where to go next.
PC Specs:
AsrockZ77 extreme4
I5-3570K
Corsair H100iGTX
500GB Samsung SSD
120GB Samsung SSD
Windows 10 Pro
G Skill Ares. 16GB DDR3
RoseWill HIVE 750W

So the issue is more or less my CPU usage has been high recently past 2 months or so. I Have scanned for virus, reformatted my hard drives, upgraded to W10 etc. I have an ongoing issue as well where sometimes my PC will not post at all, it will boot up with the power button and the fans spin etc, but no output to display and no beeps or errors from the mobo. After a few seconds or so of "being on" it reboots and goes into a rebooting cycle every few seconds. I have to physically turn power off on the PSU and try again, sometimes it works sometimes it doesnt and I have to start over. When it does boot and post, I dont seem to have many issues other than ive noticed theCPU usage in CS:GO hovers between 85-100% and I get stutters in the game because of it. The network isnt lagging and im getting 300+ FPS but stutters every now and then and its annoying. So I noticed today, my CPU cooler ( CM 212 EVO) fan was not spinning which led me to think my CPU was just overheating etc and that replacing the fan would help; and it did after I installed today, the Corsair H100i GTX. I booted up my PC, it turned on, the CPU usage was down which was nice, but after playing for a bit it was up 80+% and started stuttering.
My question, should I replace my CPU? Maybe it was damaged from overheating (if it even was?) or do you think something else is at fault? I have narrowed it down to a PSU, CPU, or Mobo issue. Ive taken the PSU out and turned it on outside the computer and the PSU fan was spinning and didnt seem to have issue. I dont know how to check the Motherboard or CPU any further than running hardware diagnostics which my computer has passed on 5 seperate HW checks.
Id appreciate any help or feedback on what to try as im really close to just ripping my hair out, and the motherboard/cpu/and psu and starting over; which i really dont want to do. Thanks
