Need help deciding on a new cpu

Hey guys, I'm not the biggest buyer or follower of tech, I like my games, I like watching streams while I game, while also browsing and being on discord in voice chats, sometimes also having webcam on at the same time, I also like occassionally streaming for my friends. At the moment I'm running a gtx 1060 (will probably eventually upgrade this) and my monitor is 1440p 144hz

I'm not really sure what cpu to get but I'm the kind of person who only really upgrades once every few years instead of all the time so whatever I get I want it to last. I've got a budget of around $1200 AUD or $926 USD
I was under the impression that the I7 7700k would be the best for my needs or the R7 1700

I mainly play Black Desert Online but I want to be able to watch streams or videos while doing that.
I want to stream things like witcher 3 to my friends.
I'm probably asking too much on my budget considering I'm running a gen 2 I5 at the moment so I'll have to upgrade my MOBO and RAM too, and probably get cooling.

So the 8700k will do everything I need it to? If so then thanks for giving me a good idea of what I can actually get within my budget, and for recommending me something that will last me a while instead of being outdated tech in the next year.
