There's way too many options and I am here because I'm obviously horrible at making decisions.

I'd like some RGB options and fan control, but it's not necessary if it hikes the price up. Maybe even a fancy clear display panel. Also want a case that includes at least 2 fans (with lights).

Also I still use a disc drive so I'd like a case with a slot for it or I just can buy an external enclosure.

I want 16 gb in RAM, but ATM I want to start with one 8gb card around $70-80 and buy the matching one next month.

I'm trying to stay under 400 total (Case, MBO, RAM, cooling), just don't want the cheapest stuff available/entry-level components.

Replace case fans with RGB 2 in front and 1 in back.

MOBO- MSI X470 Gaming plus
GPU- AMD RX580 8GB
Case- Cooler Master MB500 (Comes with 3 RGB fans)
RAM- Corsair Vengeance 16GB

Keep your CPU and GPU from the same maler as usually that results in lesser problems.
