Need help deciding with a x99 build. Help Appreciated.

.Now due to very fortunate cirumstances my budget has gone up massively.
These are the two build i need help deciding on:-
Build 1:-
i7 5960x
32 GB RAM
GTX 980 ti SLI
Custom Water Loop ( 480mm rad + 420 rad)- will this provide adequate cooling to OC?
1080p 144hz panel

Build 2:-
i7 5930k
64 GB RAM
GTX 980 ti SLI
Custom Water loop ( 480mm rad * 2 + 360mm rad) Definately enough cooling to OC right?
4k TN Panel 60Hz.

I will be using this system mainly for Gaming and Video game developement and making mods for games. Both cost nearly the same (Build 2< Build 1) and i can't upgrade my PC for another 10 years. So in terms of longevity and in terms of specs which builld is better? If anybody can make a better build for around $4000 leaving $1000 for a custom loop it would be appreciated.

If anybody will suggest a list just edit one of the above ones and post a link below. On PCPartPicker the prices are different but i am buying everything from Amazon and the EKWB website and both prices are within $20 dollars of each other.

I'd definitely recommend the 5930k build. Considering that the 5960x is nearly twice as much as the 5930k, that money could be spent in better places. To be completely honest though, I would avoid WC'ing all together if you want to ensure your system has the least chance of failure. That build will definitely last you for ~10 years, however, if you're willing to wait until later in the year, you may want to go for broadwell-e as it will be the newest processor model from intel.

The main reason i am not going straight for a i7 5960x and Titan X SLI is because i want to WC and get some sick OCs ( yes i have heard of the silicon lottery). Do you have any other $4000 dollar build which is better ( pls no AMD for CPU or Graphics card as i need PhysX).
